This is an open staff Battalion Chief position announcement .


The Emergency Medical Systems (EMS) Section is currently accepting Letters of Interest (memo format) for the EMS Battalion Chief staff position. ONLY Letters of Interest from current, qualified, non-probationary, Orange County Fire Authority (OCFA) Battalion Chief personnel will be considered for this staff position.


ASSIGNMENT:

The EMS Battalion Chief position requires a two-year minimum commitment on administrative assignment working a 4/10 or 9/80 schedule.

The EMS Battalion Chief will be responsible for overseeing and coordinating all aspects of EMS, including the management of personnel, equipment, and resources. This position serves as the subject matter expert and agency representative for OCFA EMS resources. This role demands a strategic leader with a proven leadership track record and a commitment to excellence in service delivery.


ADDITIONAL PAY:

Battalion Chief's assigned to a designated staff position, 4/10 or 9/80 work schedule, are eligible for ten percent (10%) staff assignment pay. Please refer to page 74 of the Chief Officer's Association Memorandum of Understanding (MOU) (Download PDF reader) for additional information.

ESSENTIAL FUNCTIONS

Role and Responsibilities

OCFA Response : The EMS Battalion Chief may respond to events or incidents involving both Civilians and OCFA employees where there is a wide variety of EMS issues. This position will serve as the subject matter expert and agency representative for OCFA EMS resources. The EMS manager may respond to the following incident types when needed:


  • Hazmat responses, Technical Rescues, Confined Space Rescues, Remote Rescues, Swift water Rescues, Mass Casualty Rescues, Multi-Casualty Incidents, Isolated Medical Aides.

The EMS Battalion Chief will also provide direct support to the Orange County Fire Authority in the following ways:

  • Oversee the annual EMS budget and expenditures.
  • Supervise and manage EMS Staff including, EMS Captains, EMS Coordinator, EMS Management Analyst, EMS Equipment and Supply Coordinator, EMS Administrative Assistant, EMS Nurse Education Supervisor, Nurse Educators.
  • Supervise and coordinate all OCFA operation personnel’s EMS training and Continuing Education.
  • Chair the EMS Committee.
  • Oversees the vetting, purchasing, and acquisition of all EMS supplies and equipment.
  • Assigns and monitors work assignments for the EMS staff.
  • Documents the accomplishments, deficiencies, and corrective actions of the section.
  • Provides program status reports to the Assistant Chief of EMS, Training, Fire Academy, and Promotion Recruitment.
  • Approve, plan, and coordinate travel for training and other required meetings.
  • Oversees the OCFA’s CQI program.
  • Maintain and revise OCFA EMS SOP’s.
  • Maintain and revise OCFA policies and procedures related to EMS.
  • Works directly with the OCFA Medical Director, EMS Coordinator and OCEMS to foster and support on-going working relationships.
  • The OCFA EMS Battalion Chief will represent the OCFA at various meetings across the County, State, and region.
  • Serve as the OCFA’s point of contact for all internal and external EMS inquiries.

MINIMUM QUALIFICATIONS

EXPERIENCE:


  • Currently employed with the OCFA as a non-probationary Fire Battalion Chief
HIGHLY DESIRABLE QUALIFICATIONS:

  • Strong knowledge of EMS operations protocols, regulations, and best practices.
  • Excellent leadership, communication, and organizational skills.
  • Ability to work under pressure and make critical decisions in high-stress situations.
  • Proficiency in the use of EMS management software and tools.
LICENSE:

  • Possession of a valid Class "C" Driver License.
PREFERRED KNOWLEDGE AND SKILLS :

  • Understanding of OCFA EMS SOP’s, policies, and procedures.
  • Understanding of OCFA’s EMS Program and Staffing.
  • Ability to prioritize, assign, and monitor work.
